The Healthcare Technology Report is pleased to announce The Top 25 Healthcare Technology CTOs of 2023. These individuals are being recognized for their technical expertise as well as their ability to lead teams to produce highly sophisticated and innovative products, solutions and services. They are leaders in lifes sciences, medical devices, software, consumer healthtech, artificial intelligence, and vaccines, among other areas. The depth and breadth of their expertise and dedication to their profession turns research and new ideas into real improvements in our healthcare system and the overall well being for people across the globe.
Among this year's awardees is Manmohan Singh, CTO of Beam Therapeutics, who has overseen the development of multiple vaccines, such as Bexsero, Fluad, and Flucelvax. Another awardee, John Rodini of Inspire Medical Systems, holds over 60 US patents and is currently working on the development of minimally-invasive solutions for patients with obstructive sleep apnea. Also being recognized is Eileen Jennings-Brown, CIO of Exscientia, who designs the technology strategy that cuts drug discovery timelines from the industry average of 4 to 5 years to about a year.

1. Jun Liu

Title: Chief Technology Officer
Jun Liu is the Chief Technology Officer of PharmaCord. The company provides customized solutions to life sciences companies that span three core areas: patient support, pharmacy services, and manufacturer support. These integrated services are designed to increase accessibility, clinical oversight, and market acceptance of prescription therapy. Independently owned and organically built, PharmaCord is free from any competing priorities, enabling it to design and implement patient access and support programs that align with the objectives of its life sciences clients.
Liu previously served as Senior Director of IT for PharmaCord. Within this role, he was instrumental in engineering the development of CORscend, which is the technology platform that supports the company's patient support programs. Prior to PharmaCord, Liu was a Director and Executive Consultant for CVS Caremark, a Fortune 10 healthcare services company. Before CVS Caremark, he served as Technical Architect at United Airlines where he was responsible for information technology strategy and planning as well as software development. Liu holds an MS in Chemistry from Nankai University, Tianjin, China, and an MS in Computer Science from Southern Illinois University.
2. Scott Cenci

Title: Senior Vice President of Information Technology and Digital
Scott Cenci is the Senior Vice President of Information Technology and Digital of Genmab, an international biotech company committed to improving the lives of patients through innovative and differentiated antibody therapeutics. For more than 20 years, their passionate, innovative, and collaborative team has invented next-generation antibody technology platforms and leveraged translational research and data sciences, which has resulted in a proprietary pipeline including bispecific T-cell engagers, next-generation immune checkpoint modulators, effector function enhanced antibodies, and antibody-drug conjugates.
Cenci has 33 years of experience. Before joining Genmab, Cenci was a VP of Global IT Infrastructure, Architecture, and Operations at Biogen and a divisional CIO, head of US commercial, global businesses, and business technology at Zoetis. Earlier in his career, he worked with Ciba-Geigy as a programmer, analyst, and drug development IT. Cenci graduated from Seton Hall University with an MBA in Management Information Systems and from The College of New Jersey with an undergraduate degree in Computer Science.
3. Holger Warth

Holger Warth has served as the Chief Technology and Innovation Officer of medmix since January 2023. medmix is a global leader in high-precision delivery devices. They occupy leading positions in the healthcare, consumer, and industrial end markets. Their customers benefit from a dedication to innovation and technological advancement that has resulted in over 900 active patents. Their 15 production sites worldwide together with their highly motivated and experienced team of over 1900 employees provide their customers with uncompromising quality, proximity, and agility.
He previously served as Vice President of Innovation & Product Development EMEA of Aliaxis and as Chief Technology Officer of Hoya Vision Care. Earlier in his career, Warth held several positions in the fields of innovation and research & development, marketing, strategy, and business consulting, for Bayer Material Science (now Covestro) based in Germany & Asia, SABIC based in the Netherlands and Saudi Arabia, and Evonik based in Germany. Warth holds a PhD in Sustainable Polymers from the Albert-Ludwigs-University in Freiburg i. Br., Germany.
4. Paolo Patri

Paolo Patri joined Stevanato Group in October 2018 and has since assumed the role of Chief Technology Officer, overseeing the management of the research and development department, as well as investments, projects, and other activities supporting the group vision.
Founded in 1949, Stevanato Group is a leading global provider of drug containment, drug delivery, and diagnostic solutions to the pharmaceutical, biotechnology, and life sciences industries. Patri has over 20 years of experience in the pharmaceutical industry, both in production and in the development of pharmaceuticals and biotech, gaining a significant track record of achieving global regulatory approvals for both large and small molecules and combination medicinal products through standard and accelerated programs. Patri held various management positions in chemistry and manufacturing at Cambrex Profarmaco, Janseen-Cilag (a Johnson & Johnson company), Chiesi Farmaceutici, and Dompé Farmaceutici. He graduated from the University of Milan in 1995 with a degree in Chemistry.
5. Guenther Loidl
Company: Bachem
Title: Chief Technology Officer
Guenther Loidl joined Bachem in 2000 and has served as the CTO and a member of the Corporate Executive Committee since 2015. He held several functions in Research and Development (R&D) and Active Pharmaceutical Ingredient Manufacturing and became Vice President of R&D in 2012. Bachem Group is a public, innovation-driven company specializing in the development and manufacturing of peptides and oligonucleotides.
With over 50 years of experience and expertise, Bachem provides products for research, clinical development, and commercial application to pharmaceutical and biotechnology companies worldwide and offers a comprehensive range of services. Loidl drives building the oligonucleotide business segment and is leading the Bachem innovation initiative.
Loidl studied chemistry in Regensburg (Germany) and Leeds (UK) and obtained his doctorate under the supervision of Dr. Luis Moroder at the Max Planck Institute of Biochemistry in Martinsried (Germany).
6. Barry Canton

Barry Canton is the Chief Technical Officer and a Founder of Ginkgo Bioworks, the leading horizontal platform for cell programming, providing flexible, end-to-end services that solve challenges for organizations across diverse markets, from food and agriculture to pharmaceuticals to industrial and specialty chemicals. Ginkgo's biosecurity and public health unit (Concentric by Ginkgo) is building global infrastructure for biosecurity to empower governments, communities, and public health leaders to prevent, detect, and respond to a wide variety of biological threats.
Ginkgo is a 500-person Synthetic Biology company spun out of MIT by Canton and four of his MIT colleagues. As CTO, Canton is responsible for the development of the Ginkgo platform for cell programming. While at MIT, Canton obtained a PhD in Biological Engineering, where his work focused on the refinement of genetic devices. Also at MIT, he was involved with the Synthetic Biology Working Group which was instrumental in catalyzing the emerging field. Canton sits on the board of the International Gene Synthesis Consortium. Canton holds a B.Eng and an M.Eng.Sc in Mechanical Engineering from University College Dublin.
7. Clive Brown

Title: Chief Officer Technology, Innovation and Products
Clive Brown is the Chief Officer of Technology, Innovation, and Products of Oxford Nanopore Technologies. He first joined the company in 2008. Oxford Nanopore Technologies plc was founded in 2005 as a spin-out from the University of Oxford. The company now employs more than 1000 employees from multiple disciplines including nanopore science, molecular biology, applications, informatics, engineering, electronics, manufacturing, and commercialization. Brown leads the innovation of breakthrough technologies and product development that are designed to enable the analysis of anything, by anyone, anywhere.
Brown has held a variety of roles in Genomics and Genetic R&D, and he also played a key role in developing the Solexa NGS platform that is now the basis for Illumina’s sequencing technology. Brown earned an MS in computational biology and an undergraduate degree in genetics from the University of York.
8. Sean Diwan

Sean Diwan serves as the Senior Vice President and Head of Technology of Advanced Clinical. His areas of responsibilities include Architecture, Infrastructure, Information Security, Data Engineering and Operations, Enterprise Applications, IT Operations, and IT Support. Advanced Clinical is a clinical development and strategic resourcing organization committed to providing a better clinical experience across the drug development journey. Over the past 18+ years, Diwan has successfully held various executive IT leadership roles across a variety of industries (healthcare providers, financial services, RCM, medical devices manufacturers, global education firms, banking, insurance, tech startups, etc.) for prominent firms: Optum/United Healthcare (Landmark Health), USA Clinics Group, R1 RCM, Sysmex America, DeVry Education Group, US Cellular, Zurich Financial, and JP Morgan Chase, with added focus on turnarounds, scaling, optimization, M&A, tech stack modernization, digital transformation, product development & engineering, cost efficiency, and operational excellence. Diwan holds a BA from KSOU along with an MHA from LSUS.
9. John Rondoni

John Rondoni is the Chief Technology Officer of Inspire Medical Systems, a medical technology company focused on the development and commercialization of innovative, minimally-invasive solutions for patients with obstructive sleep apnea. Inspire’s proprietary Inspire therapy is the first and only FDA-approved neurostimulation technology that provides a safe and effective treatment for moderate to severe obstructive sleep apnea. Rondoni has over 20 years of experience in the development of implantable medical devices and care systems.
Since joining Inspire in 2008, he has served in product, clinical, and business development roles in the U.S. and while stationed internationally. Prior to joining Inspire, he worked on peripheral and central neuromodulation therapies at Medtronic, holding technical, project, and therapy leadership positions. At Medtronic, he led systems engineering for the development and commercial launch of the InterStim II platform. Rondoni is an inventor of over 60 U.S. patents and he holds a BS and M.Eng from the Massachusetts Institute of Technology.
10. Eileen Jennings-Brown
Company: Exscientia
Title: Chief Information Officer
Eileen Jennings-Brown is the Chief Information Officer of Exscientia, an AI-driven precision medicine company. In this role, she designs the technology strategy that drives Exscientia’s work to bring better medicines to patients faster, its success cutting drug discovery timelines from the industry average of 4 to 5 years to about a year.
An IT engineer and respected industry leader, Jennings-Brown brings 25+ years of experience in the field, having held a breadth of IT roles across Europe, including as head of her own IT business, a consultant at the Chartered Institute for IT, and Head of Technology for the Wellcome Trust.
Jennings-Brown also brings intent-based leadership and a passion for mentorship, diversity, and inclusion to her role, regularly advocating for women in STEM and serving as Executive Sponsor for Exscientia’s Equity, Diversity, and Inclusion (EDI) employee resource group. She was previously voted into the top 50 most influential women in UK technology.
11. Matt Lasmanis

Matt Lasmanis joined Sage as Chief Technology and Innovation Officer in November 2020. In this role, Lasmanis leads Sage’s digital innovation, data, analytics, and enterprise-wide technology capabilities. Lasmanis was previously at GlaxoSmithKline where he served as Vice President and CIO for GSK’s $10 billion U.S. affiliate and held global leadership roles of increasing responsibility in the areas of Oncology, Biopharmaceuticals, and Research & Development. Before GSK, Lasmanis led the digital platforms team at HarperCollins Publishers.
An active thought leader and speaker, Lasmanis regularly shares his perspectives on digital transformation and strategic leadership with global and local audiences and is the recipient of several industry leadership awards, including the CIO 100. He serves on the board of the Center for Social Norms and Behavioral Dynamics at the University of Pennsylvania and holds a BA Magna Cum Laude from Boston College.
12. Mark McGuinness

Mark McGuinness is the Vice President of Technology of Red Nucleus, a global strategic partner with decades of experience across the entire life sciences product lifecycle. They excel in providing their clients with unique insights and efficiencies to support them in their journey to improve health outcomes and ultimately the quality of people’s lives. McGuinness has 20+ years of experience transforming and leading information technology organizations and large-scale integrations. He also has expertise in building and leading organizations (including in-house and off-shore technical resources), developing business partnerships, and the outstanding ability to present technical concepts in business terms.
McGuinness first got his start in 1999 as an assistant director in U.S. Services and Internet Technologies at GlaxoSmithKline. From there, he went on to BTG, before eventually rising to head of IT at UniTek Global Services, his most recent position prior to joining Red Nucleus. McGuinness graduated from the University of Phoenix with an undergraduate degree in information technology.
13. Bill Needham

Bill Needham joined RevSpring in 2015 as Chief Technology Officer, responsible for the development of RevSpring’s customer-facing technology solutions and platforms. Needham is a healthcare technology industry and analytics industry veteran with 30 years of experience leading development organizations.
Prior to joining RevSpring, Needham served as Vice President of Technology and Development at Wellness & Prevention, a Johnson & Johnson company. He has also held positions at Thomson Reuters Healthcare and Fair Isaac. Needham earned an MBA from Northern Illinois University and an undergraduate degree in math and CS from Purdue University.
14. Jason Edie

Jason Edie has served as Paragon 28's Chief Technology Officer since April 2022. Paragon 28 was established in 2010 as an orthopedic foot and ankle company. The name “Paragon 28” was chosen to represent the “28” number of bones in the foot.
Edie was previously employed as Vice President of R&D for Vascular Access Devices at Becton Dickinson, Vice President of Global Innovation and R&D for Vascular Access at Bard Access System, Vice President of Global Extremities and R&D at Wright Medical Group, Inc., and as a Spine Sales Consultant at Synthes Spine. 15. Shivkumar Sabesan

16. Scott King

Since 2007, Scott King has been the Chief Technology Officer at eVideon, partnering with hospitals and health systems from across the country to design and implement advanced technology solutions. King has advised and consulted with large academic medical centers, integrated health systems, critical access hospitals, rehab hospitals, community hospitals, and VA hospitals. He has firsthand knowledge of the strategies and realities facing today’s healthcare IT leaders. King’s depth of expertise in this space makes him uniquely positioned to help hospitals and health systems turn their vision and technology wish lists into a reality.

17. John Scott

18. Milan Shah

From there, he went on to IMlogic, before eventually rising to co-founder and CTO at Uptycs, Inc., his most recent position prior to joining Biofourmis. Shah graduated from Massachusetts Institute of Technology with an MS in electrical engineering and computer science and from the University of Illinois Urbana-Champaign with an undergraduate degree in electrical engineering and computer science.
19. Manmohan Singh

Manmohan Singh is the Chief Technology Officer at Beam Therapeutics. Beam Therapeutics, launched in 2018, is pioneering the use of CRISPR-based editing to develop a broad portfolio of advanced genetic medicines. Their groundbreaking base editing technology allows them to make permanent, specific, edits to single bases in DNA and RNA, without cutting the strands.
Prior to joining Beam Therapeutics, Singh was the Global Head of Drug Product Development at Takeda Vaccines, where he oversaw the drug product development of all vaccine programs, including Takeda’s dengue vaccine that was in Phase III efficacy study. At Novartis, he served as the Head of Formulation Development for more than 10 years and was instrumental in the licensure of several key vaccines (Bexsero, Fluad, Flucelvax) that were subsequently divested to GSK and CSL. He also led the development of the LNP platform of Novartis’s RNA vaccine. Singh also spent more than 10 years at Chiron Corporation, where he led the development of Novel adjuvants and delivery systems for vaccines. Based on his contributions at Chiron and Novartis, Singh is considered one of the leading experts in the field of adjuvants and vaccine delivery systems. He has authored 6 books and has more than 120 publications. He was elected as a Fellow of the American Association of Pharmaceutical Scientists (AAPS) in 2011.
Singh holds a PhD in Pharmaceutics and Drug Delivery from the National Institute of Immunology in New Delhi, India.
20. Burghard Burczyk

Burghard Burczyk is the Chief Technology Officer of Neuraxpharm, a leading European specialty pharmaceutical company focused on the treatment of the central nervous system (CNS), including both psychiatric and neurological disorders. He has more than 20 years of leadership experience in international companies and is responsible for the production of finished dosage forms (FDFs) including the manufacturing plant of Neuraxpharm Lesvi. Burczyk has a proven track record in product transfer and procurement management within several pharmaceutical companies, including Haupt Pharma, Aristo, and Ethypharm. He also has extensive experience as a strategic consultant in the supply chain and tender business. Burczyk has a degree in Mechanical Engineering from the University of Magdeburg, Germany.
21. Craig Beasley

Craig Beasley is the Chief Technology Officer at BlueRock Therapeutics, a clinical-stage cell therapy company focused on creating cellular medicines to reverse devastating diseases. 22. Ming Yan

Prior to joining Cytek, Yan held research and development positions at AT&T Bell Laboratories, Lawrence Livermore National Labs, and BD Biosciences. Yan has published several research papers relating to laser spectroscopy and cell analysis in top peer-reviewed journals. He has over a dozen patents and pending patent applications for his innovations. Yan holds a BS in Physics from Fudan University and a PhD in Electrical Engineering from the City University of New York.
23. Michal Gutman

Michal Gutman is the Chief Technology Officer of Hello Heart, the digital leader in preventive heart health. Before joining Hello Heart, Gutman was an engineering manager at Trusteer (IBM Security) and a full-stack engineer at Gemalto. Earlier in her career, she worked with Israeli Military Intelligence - Unit 8200 as a QA engineer. Gutman has 18 years of experience and graduated from Tel Aviv University with an undergraduate degree in computer science, biology, and bioinformatics.
24. Stacie Frederick

Stacie Frederick is the Chief Technology Officer of Osso VR, an award-winning, clinically validated surgical training and assessment platform designed for medical device companies and practicing surgeons of all skill levels. Using cinema-quality VR, its scalable platform offers an immersive, hands-on training environment that leads to real-world performance gains and improved outcomes.
Frederick brings over a decade of experience leading product and engineering for multiple high-profile companies and early-stage startups including Collective Health, Yahoo!, and Amazon. She most recently served as Senior Vice President of Software Engineering at Butterfly Network, scaling the development of its cloud-based, whole-body imaging device.
Frederick graduated from the University of Southern California with an MS in computer science and from the University of California, Berkeley with an undergraduate degree in computer science.
25. Vicky Smalley

Vicky Smalley is the Chief Technology Officer of FundamentalVR. She first joined the company in 2017. FundamentalVR is working at the intersection of immersive technology, haptics, and machine learning. They believe that immersive technologies can change the human and computing interface forever - transcending geographies and accelerating businesses. They are excited to apply this belief to the healthcare industry through their Fundamental Surgery platform.
Previously, Smalley was a CTO at If You Can, a lead programmer at Kuato Studios, and also worked with On-Line Entertainment as an AI programmer. Smalley earned an MS in artificial intelligence from the University of Sussex and an undergraduate degree in psychology from the University of Birmingham.
